The LUKE projects is looking for independent experts to participate in the evaluation of the proposals of the LUKE Joint Call.
The LUKE Joint Call addresses R&I priorities common to the members of the GFP. The projects to be funded will be selected through a joint international peer review and joint decision-making process. The LUKE Joint Call will be implemented through a coordinated funding scheme, whereby each funding party will fund its affiliated teams within each multilateral research project.
LUKE Joint Call topics are:
Energy: Sustainable and renewable energy and energy security
Cybersecurity: Cyber resilience of critical infrastructures and adaptive cybersecurity systems
Medical and health research: Telemedicine, biomedical research
Social sciences and humanities: Social reconciliation, sustainable social development, and human capital restoration

We are looking for experienced scientists and researchers, who are interested in supporting the peer review of applications submitted in response to the LUKE Joint Call.
Required Skills:
In order to serve as an evaluator in the call, you must have proven experience in one or more of the following areas or activities:

Management or evaluation of R&I projects;

International cooperation in science and technology;

Publication(s) with international co-authorship included in WOS or SCOPUS;
- Appropriate skill in the usage of the English language is mandatory
Evaluation Framework:

The period for the evaluation of proposals is July - September 2026.

Proposals are in English language and about 20 - 30 pages long.

We offer a remuneration of 50 € for each proposal evaluation.

Three experts are assigned to one proposal.

Selected peer reviewers will receive access to an online evaluation system and to the respective documents (PT-outline). Evaluation will be done remotely, with no subsequent physical peer reviewers meeting.
Evaluation process
For each proposal, three independent external reviewers have to be selected of which at least one from Ukraine and one from another country represented in the GFP. The external reviewers will be selected on the basis of their competence, irrespective of their citizenship, age and affiliation. There will be no involvement of external reviewers affiliated to institutions or organisations in the Russian Federation, the Republic of Belarus, and the ones operating on the territories of Ukraine temporarily occupied by Russia.
In general, the external reviewers need to have proven skills and knowledge appropriate to the relevant scientific and technological fields in which they are asked to assist. The external reviewers must also have the appropriate language skills required for the proposals to be evaluated. In case an external reviewer finds his/her competences to be irrelevant to the project he/she has been selected to evaluate, he/she must inform the Joint Call Secretariat (JCS) so that the project is allocated to another reviewer.
The individual external reviewers are not informed on the other external reviewers evaluating the same proposal. Each external reviewer therefore assesses each proposal independently without exchanging views with other external reviewers.
Timeframe
It is expected that the external reviewers complete their evaluations within three weeks after they have given consent to the Joint Call Secretariat to evaluate specific proposals.
Matching Evaluators to Proposals
Once the evaluators are matched to a proposal, he/she will be informed via email to register in the data base plattform called PT-Outline. Further instructions on how to proceed will be provided.
Remuneration
For each evaluated proposal the rate is 50 EUR. Payments will be made after the closure of the evaluation period, via payment request signed by the external reviewer and sent to DLR by e-mail. The template for the payment request will be provided by DLR in due time.
